How to stabilize?

Desperate please help me! So my husband thought he could just stack two shelves sideways on top of each other to make a dresser to put clothes in and tv on top. Now it is not an issue of the two shelves staying together; the issue is that now that it's put together you just have to barely touch it and the whole thing sways side to side, not safe at all. I want to scrap it and buy a real dresser but he insists on doing it this way. How can he stabilize it? A couple boards straight down the back or would that not help it from swaying side to side?
