International trade court provides hope for speedy recovery of tariff refunds

WASHINGTON — Judge Richard Eaton of the Court of International Trade afternoon issued an order Wednesday, March 4, that made clear that all importers of record, not just those who have sued, should be entitled to refunds of International Emergency Economic Powers Act (IEEPA) tariffs collected. Equally important, his order clarifies that all decisions regarding refunds of IEEPA tariffs will be made by a single judge — Judge Eaton himself, which, theoretically, should help expedite refund decisions.
