CAMBRIDGE, MA - Eric S. Belsky, Managing Director of the Harvard Joint Center for Housing Studies, announced today that Christopher E. Herbert has been appointed Research Director. In making this announcement, Dr. Belsky noted that Herbert is a nationally recognized expert in the design, implementation, and management of research related to housing policy, housing markets, housing finance, and urban development and that he previously conducted research at the Joint Center during the course of his doctoral program at the Harvard Kennedy School.
“We are thrilled that Chris has agreed to rejoin the Joint Center team,” commented Belsky. "With his unique background that has blended applied and scholarly research on a wide range of housing and urban issues, he is a natural fit to direct the Center's research programs."
Dr. Herbert returns to Harvard after 13 years as a senior associate at Abt Associates, where he directed numerous studies for the U.S. Department of Housing and Urban Development (HUD). In recent years, Dr. Herbert’s work has focused on efforts to promote and maintain homeownership for low-income and minority families. His work in this area has included evaluations of federal and state homeownership programs, detailed literature reviews, and analysis of disparities in mortgage lending and residential foreclosure by income and race/ethnicity. Among his most recent research reports are Report to Congress on the Root Causes of the Foreclosure Crisis, The State of the Housing Counseling Industry and The Homeownership Experience of Low-Income and Minority Families: A Review and Synthesis of the Literature.
Dr. Herbert's other clients have included the U.S. Department of the Treasury, the Federal Reserve Bank of Philadelphia, AARP, the Michigan State Housing Development Authority, and NeighborWorks® America.
Before joining Abt Associates in 1997, Dr. Herbert was a senior research analyst at the Joint Center for Housing Studies of Harvard University. Dr. Herbert holds a Ph.D. and M.P.P. in Public Policy from Harvard University and a B.A. in History from Dartmouth College.
Established in 1959, the Joint Center for Housing Studies is Harvard University’s center for information and research on housing in the United States. For five decades, the Joint Center has informed and convened university researchers, government officials and industry leaders in an effort to exchange ideas and open new avenues for policy research on cities, communities, and housing. Affiliated with the Graduate School of Design and the Harvard Kennedy School, JCHS reaches into diverse academic venues at Harvard and draws upon the expertise of faculty and researchers from a wide variety of relevant fields to produce research and programs that increase awareness of the importance of housing, inspire students, and illuminate solutions.
