CARB: Regulatory Sell-Through Dates for Composite PanelsIn February 2012, the California Air Resources Board (CARB) announced the delay in enforcement of two sell-through dates that affect distributors and retailers of finished goods made with Phase 1 composite panels. An extension until Dec. 31, 2012, was granted in recognition of the economic recession and related problems for companies to sell off their inventories.

CARB also announced California retailers now have until Dec. 31, 2012, to sell off their remaining inventory of pre-Phase 1 finished goods purchased prior to Dec. 31, 2011. An extension until Dec. 31, 2013, also was granted to retailers for the selling of Phase 1 finished goods. The 2013 deadline pertains to all finished goods made with composite panels, regardless of type.

Although Phase 2 standard dates for manufacturers of hardwood plywood veneer core have been in effect since Jan. 1, 2010, and Jan. 1, 2011, for particleboard and MDF, the dates for Phase 2 thin MDF manufacturers did not go into effect until Jan. 1, 2012. Phase 2 manufacture standards for HWPW-composite core will go into effect July 1, 2012.

Fabricators should begin to sell Phase 2 hardwood plywood finished goods beginning: Jan. 1, 2013 for HWPW VC and Jan. 1, 2014 for HWPW CC. The dates for selling manufactured goods made from particleboard and MDF are Jan. 1, 2013; July 1, 2013, is the date for thin MDF. Retailers have until Jan. 1, 2014, for all Phase 2 sales.
