Preheat station on edgebanders, one bulb or two?

We are running a combination of Stefani and Homag edgebanders. We had a project from 2012 come up with failing edgebanding. It has been determined that the board was too cold for proper adhesion. All of the units have pre-heat stations with two bulbs. On all of the stations only 1 bulb is working. I would like your help with an argument I am having with maintenance. Due to past failures I believe that we should be running two bulbs. We run parts in a building with temps less than 40 degrees on some days during winter months. The pre-heat units are all we are using to maintain an above minimum board heat. What do you think?
