PORTSMOUTH, NH -- Sen. Hillary Rodham Clinton (D-NY) on July 24 proposed spending $1 billion a year to improve energy efficiency in schools and other public buildings, according to Newsday.com. The federal money would be distributed by states as grants or low-interest loans. Clinton estimated that the "green building fund" would create as many as 50,000 new jobs.
“We know we can create millions of jobs if we're smart about how we go about dealing with energy and global warming,” Clinton said in Portsmouth, NH, where the city’s new $7.9 million library will be one of the first public buildings in the state to win approval by the U.S. Green Building Council (USGBC) and where a “green” fire station is in the works.
