Commerce Department rules to raise tariffs on certain Chinese companies

In the second preliminary annual administrative review of the 2021-2022 AD review and the 2021 CVD review of Wooden Cabinets and Vanities and Components Thereof from China, the Commerce Department will raise tariffs on companies that were previously classified as non-selected companies. These companies were previously faced with tariffs as low as zero percent.

On May 1, 2023, the Department of Commerce announced the preliminary results of the review. KCMA in-house counsel, Luke Meisner, a partner with Schagrin Associates, stated that Commerce used Bulgaria -- not Malaysia (as the Respondents had hoped for) -- as the surrogate country to establish the values.
 
"Overall, these are solid rates and definitely a huge improvement from the last reviews," said Meisner. "We have not received all of the underlying documents yet that discuss how the new rates were calculated. As soon as we receive them, we will be analyzing Commerce’s calculations to identify issues we can raise in our briefs to increase the rates even further."

Woodworking Network has reached out to representatives from the Kitchen Cabinet Manufacturers Association for further clarification on the ruling.
