The Federal Wood Industries Coalition (FWIC) submitted a final letter to EPA yesterday addressing the agency’s proposed “Implementation Rule” of the Formaldehyde Standards for Composite Wood Products Act. The comments reiterate positions where there is broad industry consensus, and where CPA has made similar recommendations in its own submission earlier this week. In its letter, FWIC advocates for a specific de minimis exemption; the replacement of EPA’s proposal for non-complying lots with a 72-hour notice provision; and the protection of confidential business information. The coalition also praises the EPA’s approach to limiting downstream responsibilities for non-panel manufacturers.

FWIC was convened by CPA last year to represent the broad supply chain of composite wood products. Not all trade group partners have signed on to every FWIC position, but a broad consensus has been maintained. The signatories on yesterday’s letter are as follows: American Chemistry Council; American Home Furnishings Alliance; APA – The Engineered Wood Association; Association of Woodworking & Furnishing Suppliers; Business and Institutional Furniture Manufacturers Association; Composite Panel Association; European Panel Federation; International Wood Products Association; Kitchen Cabinet Manufacturers Association; Moulding & Millwork Producers Association; National Association of Music Merchants; National Retail Federation; and National Wood Flooring Association.

The public comment periods have expired for both the Third Party Certifier (TPC) and Implementation Rules. EPA will now consider the comments submitted by the public and CPA expects final regulations to be published next year.
