Ruling on a Redondo Beach, CA, ban on day laborers soliciting and impeding traffic, the Ninth U.S. Circuit Court of Appeals judge ruled the 1987 ban was unecessarily broad. The court's decision overturns an earlier ruling that upheld ordinance.

In 2004, two groups representing day laborers, the Comite de Jornaleros de Redondo Beach and the National Day Laborer Organizing Network (NDLON), filed a lawsuit challenging the ordinance’s constitutionality.
