The subject of the hour – Softwood Lumber, 5th conflict

The recent publication by the United States Department of Commerce of its preliminary countervailing duty determination is an opening salvo in the fifth conflict of this nature in the softwood lumber industry between Canada and the U.S. This commercial conflict has been going on since 1982.

One must understand that the softwood lumber industry is an important sector of the Canadian economy creating thousands of jobs across Canada. The imposition of countervailing duty on softwood lumber will be causing important harm to the industry financially and hardship because of multiple lay-offs.

It is somewhat surprising that in a country where demand for Softwood lumber exceeds what American mills can supply, the US would want to limit the entry of quality Canadian lumber.
The softwood lumber agreement of 2006 was put in place after Canada won its appeal to the London Court of International Arbitration. The US was ordered then to pay back to Canada the prepaid 5 billion countervailing duty. Only 4 billion was reimbursed!

L’entrée en vigueur récente des droits compensateurs provisoires du Département du Commerce des États-Unis est le cinquième conflit touchant le bois d’œuvre résineux entre le Canada et les États-Unis depuis 1982.
 
On doit comprendre que l’industrie du bois d’œuvre résineux est un important secteur de l’économie canadienne. Elle crée des milliers d’emplois partout au Canada. L’Imposition de droits compensateurs nuira certainement de façon sérieuse aux entreprises amenant difficultés financières et pertes d’emplois.
 
Il est plutôt surprenant, sachant que la demande de bois d’œuvre résineux dépasse la capacité de production des scieries américaines, que l’on veuille limiter l’entrée du bois d’œuvre canadien.
 
L’accord sur le bois d’œuvre résineux de 2006 a été mis en place après que la Canada eut gagné sa requête devant le London Court of international Arbitration. Cette Cour avait accordé le remboursement au Canada par les États-Unis d’une somme de 5 Milliards de dollars de droits versés en trop. Les États-Unis n’avaient remboursé que 4 Milliards de dollars!
